The Campbell County Chamber of Commerce 2010 Legislative Agenda represents the Chamber’s commitment to improve the business climate and quality of life for the community. Volunteers on the Public Policy Committee and staff offered their expertise to identify the issues affecting more than 600 member businesses in Campbell County throughout 2010. The Board of Directors adopted the agenda in early 2010, empowering staff and leadership to communicate these positions to policymakers at the local, state and federal levels. The Chamber strongly believes these recommendations will lead to a thriving economy for local businesses and an enhanced quality of life for area citizens. The Chamber supports:
Coal Technology
Legislation that enables the State of Wyoming and Campbell County to be a leader in the research and development of advance coal technologies.
• This includes carbon capture and sequestration, gasification, and other technical advances.
• It is essential for the economic health and development of the state and county for coal to remain a viable energy source.
• With the vast amounts of coal reserves in Campbell County, it is an ideal location to explore advanced coal technologies for research and development in the efficient conversion of coal to energy.
Health Freedom Act
Legislation that enables the State of Wyoming to:
• Protect businesses and individuals from government health insurance mandates.
• Preserve the right of every citizen to make their own health and health care choices.
• Ensure that individual liberty is the basis of health care reform.

Gillette Regional Water Project Funding
Legislation that supports the Gillette Regional Water Project through funding of a $210 million grant and loan package.
• The project will assure businesses, investors and developers that the city, county and the state are making the investment for continued growth in this region.
• Gillette’s current water sources have reached capacity. Peak Day Water Demand is expected to more than double in the next 30 years with the service area population increasing from 31,745 to 56,316—an increase of almost 25,000 people.
• The city and county recognize the need and are committed to working together on the project. The city has raised water rates and is considering a capital facilities tax to provide a portion of the funding for the project.

Tax Increment Financing (TIF)
Legislation that allows TIF, a tool that enables local communities throughout Wyoming to earmark property tax revenues from increases in assessed values within a designated district.
• Municipalities must get approval from citizens and control the process.
• TIF would help Wyoming be more competitive with the other 48 states and the District of
Columbia that use TIF.
• TIF is used to redevelop areas and help establish development of commercial, office and retail districts.
